13 Month Seasonal Appointment with Full Benefits

DUTIES: The Librarian plays a key role in organizing and providing information relevant to research scientists, technical staff, and outside collaborators for conducting this research.
Evolving technologies, media, publishing trends, information storage methods, and information retrieval practices have changed the concepts of library and information services in the past decade. In order to meet the changing needs of library patrons the NWRC Library is transitioning from traditional information dissemination methods to digital and virtual based methods of collecting, organizing, and disseminating information.
The NWRC Librarian will spearhead this transition and must be proficient in digital librarianship and quantitative data analysis. This position is responsible for and must be proficient in the access, management, and analysis of qualitative and quantitative datasets.
This position is also responsible for the following:
Data Management and Analytics
Responsible for developing and maintaining the NWRC research data publishing program.
Responsible for developing and maintaining a database to collect, track, analyze and clearly report analytical reports on NWRC publications and author statistics.
Develops and applies appropriate metrics to continually measure the quality and value of information offerings, and to take appropriate action to ensure each offering’s relevancy within the portfolio.
Create and implement a plan to assess future scientific research trends based on bibliometric analysis.
Management of Digital Information Dissemination Systems
Responsible for developing and maintaining an electronic delivery system for all NWRC materials including electronic journals and serials.
Responsible for digitizing key library materials to make them accessible digitally to library patrons across the country.
Responsible for the maintenance of integrity of the catalog and integrated units (circulation) including standardization of records, correction of errors, removal of duplicates, creation of metadata and subject specialized taxonomies.
BASIC REQUIREMENT: Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor’s degree OR A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. In addition to meeting the basic requirement, applicants must have directly related education and/or specialized experience in the amounts shown below:
FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience equivalent to the next lower level that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
• Experience in developing and maintaining a scientific data publishing program.
• Experience in the curation, migration, and maintenance of scientific data and metadata including maintaining databases.
• Experience in collecting, tracking, analyzing and clearly reporting publication statistics verbally and in writing. OR
2 full years of progressively higher level graduate education or Master’s in Library Science or Library Information Science.
