Through effective records management, the Information Governance Office supports the agency by managing efforts to help Revenue employees organize, store, retrieve, and retain records needed to support agency programs and business operations.

The Records Management Officer is a key member and subject matter expert in the effort to improve records management and compliance with legal and information governance standards.

The position is responsible for managing the following components of Revenue’s records management program:

*Serve as agency records officer responsible for functions listed in RCW 40.14.040.
*Strategically plan, develop, and lead coordinated agency initiatives and projects to improve agency records management processes, including consideration of the use of electronic content management, SharePoint, or other tools to systematically organize and manage records.
*Develops, oversees, and implements training of agency staff, and division records coordinators, to achieve compliance on records management principles and practices.
*Monitors and assists in integration of records management principles within data governance and agency framework.

The Records Management Officer should demonstrate job reliability and exhibit the highest level of ethics, integrity, and compliance with legal requirements. Exercising initiative and applying expertise and judgment to make decisions and provide advice and consultation to manage records both inside the agency and with outside organizations including the Secretary of State Archives Division and the Office of the Attorney General.

Key work activities include:
*Providing analysis, coordination, quality control, and oversight for agency wide activities involving the records inventory, retention, and records disposition.
*Managing the agency’s inventory and strategy to manage all public records of all types and media.
*Continuous research, analysis, and development of processes, systems, and policies to improve records management activities and operations through consultation to agency executive managers on records management operations agency wide, including regional office staff.
*Working with diverse and interdisciplinary groups to implement change in the organization, improve legal compliance, reduce volume and duplication of data, and protect and preserve records.
*Interacting between management and division records coordinators to determine agency record retention periods, negotiating those decisions with the Secretary of State Archives Division and the State Records Committee.
*Analyzing and applying security data classification standards to records and data and assists in categorizing and safeguarding confidential information.
*Managing the Department of Revenue Records Database System.
*Developing and directing the agency’s records training and materials development while coordinating responsibilities for records coordinators and agency staff.

This position will supervise a Management Analyst 4 and will indirectly manage division records coordinators across the agency.

To qualify, you need:
A bachelor’s degree with major study in records management, business administration or related field

AND

Four (4) years experience managing, developing, and implementing standards, policy, and procedures related to records and information management, and interpreting and applying governing laws and rules.

Note: Additional qualifying experience may be substituted, year for year, for required education.

As well as the knowledge and abilities to:
*Understand operational characteristics of a variety of computer and network systems, application architecture, software peripheral equipment, including enterprise-wide system applications, and electronic content management tools.
*Ensure staff are kept abreast of basic and evolving records management requirements and practices through effective communication techniques and presentation skills.
*Identify and solve issues by demonstrating strong planning and organizational skills and application of critical thinking.
*Apply project management techniques and principles.
