STATEMENT OF WORK
TIME CODED METADATA REVIEWER
General Scope: The United States Holocaust Memorial Museum (USHMM) National Institute for Holocaust Documentation (NIHD) has identified a requirement to provide better accessibility for time-based media. The Museum’s vendor 3Play Media has created approximately 3,500 hours of machine generated time-coded metadata. Before the Museum can make these time- coded transcripts available in its online collections search, they must be reviewed and corrected.
Goals: NIHD’s Digital Access Division (DAD) manages and preserves digital assets, and ensures that appropriate access systems exist for the Museum’s digitized historic collection. As part of an effort to improve the discoverability and accessibility of its time-based media collections, DAD oversees the creation of time-coded metadata. Over the next fiscal year, DAD will make these time-coded transcripts
available in the Museum’s online Collections Search.
These time-coded transcripts are machine generated and then improved in a 2 step process by human editors from the supplier 3Play Media. 3Play editors “flag” words or phrases they are unsure of. These “flags” must be reviewed and fixed, when possible, by a person with specialized knowledge of Holocaust terminology in order to be used in Collections Search.
Location: The position is located at the Museum’s Shapell Collections, Conservation and
Research Shapell Collections, Conservation and Research Center 4800 Marconi Drive, Bowie MD 20715
Period of Performance: October 1, 2023 – September 30, 2024 with the option to renew if it
has been deemed necessary by the Contracting Officer, based upon funding availability
and contractor performance.
Scope of Work
Contractor(s) will be responsible for working within the 3Play Media user platform to correct words and phrases flagged by 3Play Media editors according to USHMM guidelines. Contractor(s) will also perform general quality assurance on transcripts to ensure they meet USHMM-provided standards. Contractor(s) will perform basic research on place names, personal names and foreign language words in order to improve accuracy of time-coded transcripts. Contractor(s) will communicate with the project manager if
there are any issues that are not addressed in USHMM guidelines. Once a transcript has been reviewed, contractor(s) will mark it “complete”. Contractor(s) should have familiarity with Holocaust history, terminology, place names, and collections materials, and/or experience working with oral history or historical film and sound.
USHMM responsibilities
● Provide USHMM guidelines for correcting and completing transcripts
● Provide USHMM created resources to aid in research for correcting transcripts
● Provide free account within 3Play Media to perform work
● Provide digital files to work on and to be available for any questions Contractor tasks
● Perform quality assurance on time-coded transcripts
● Perform basic research on place names, personal names, foreign language words and other
flagged items to update them when possible
● Fix words or phrases flagged by 3Play Media
Contractor deliverables
Transcripts that have been reviewed and corrected according to USHMM guidelines
within the 3Play Media platform.
Museum-Provided Resources and Constraints
Facilities, Supplies and Services. Work shall be performed on-site at the government furnished facility listed above in Section I. The Government shall furnish a workspace and computer resources necessary to perform this task. Government telephones are for official use only, with the stipulation that on-site personnel conform to existing Government policy for personal use in the workplace. Any Government-issued property destroyed,
lost or tampered with by the contractor’s personnel shall be the responsibility of the contractor.
Schedule Onsite 8:00a.m. to 4:30p.m (EST). Monday through Friday, excluding Federal Holidays.
Information Sources Agency personnel shall be available for technical exchanges.
Documentation All applicable documentation shall be available on-site to the contractor at task start. All materials shall remain the property of the Government and shall be returned to the Contracting Officer Representative (COR) upon request or at the completion of this task.
