SUMMARY
Performs routine (journey-level) managerial work administering the daily operations and activities of the Information Services Department of the Texas State Library and Archives Commission. Ensures access to information by government officials, government employees and the general public. Provides technical expertise and guidance essential to achieving the service objectives of the department. Supervises both para-professional and professional staff. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

ESSENTIAL TASKS
Oversee staff including conducting performance appraisals and creating development and retention plans.
Responsible for the analysis, acquisition and management of the General Reference, Genealogy, and Texana collections.
Coordinate and manage the state and federal documents depository programs.
Oversee bibliographic services (cataloging) and inter-library loan programs.
Provide professional reference and research services to Texas State Library users.
Develop budget requests; monitor expenditures and related vendor performance.
Recommend, develop and implement policies and procedures related to library collections and public service; and monitors compliance.
Prepare reports and provides statistics for the division and agency.
Conduct special projects as assigned by the Division Director.
Attend work regularly and in accordance with agency leave and attendance policies.
Comply with all applicable agency policies and procedures, including safety and standards of conduct.

OTHER TASKS
Conduct special studies, needs analyses, and long-range planning as it relates to information service research methods and reference standards.
Prepare articles/publications and make presentations to promote awareness and use of the collections.
Oversee tours, orientation, workshops and presentations

Qualifications

Veterans, Reservist or Guardsmen with an MOS or additional duties that fall in the fields of 357; 9970; 360; 02;3A or other related fields pertaining to the minimum experience requirements may meet the minimum qualifications for this position and are highly encouraged to apply. MINIMUM QUALIFICATIONS
Master’s degree in library and information science from an ALA-accredited program
Three years’ experience providing professional reference services
Three years’ experience managing a specific library service, such as interlibrary loan, circulation services, stacks, or cataloging
Two years’ experience working with Federal documents in the reference/public services area
Two years’ experience hiring, training, and supervising staff
One year collection development experience
Experience using an integrated library system
Knowledge of library and reference tools, techniques, and services; of standard research sources; and of computer-
assisted search theories and techniques
Experience using word processing, database and spreadsheet applications
Ability to handle several reference queries simultaneously in a high stress environment
Ability to multi-task, set priorities and perform work independently
Demonstrated ability to communicate effectively both orally and in writing
Demonstrated ability to make public presentations
Ability to move boxes weighing up to 40 pounds
Ability to direct and oversee the work of others

PREFERRED QUALIFICATIONS
Knowledge of library statistics methodology
Experience in library outreach or library programming
Ability to speak, read and write Spanish
Knowledge of U.S. and Texas history and government, as demonstrated in a work environment
Demonstrated ability to apply innovative ideas to improve the operation of a reference services unit

OTHER REQUIREMENTS
College transcripts (undergraduate and graduate) must be submitted at the time of application
Must submit writing sample with application; sample should reflect professional business style and be no more than 500
words in length
Applicants selected for interview will make a 15-minute presentation on a designated topic at the time of the interview to
assess ability to provide instruction and make public presentations
Occasional overtime work, including night and weekends may be required
Criminal history check will be required of successful applicant
Ability to work in a non-smoking environment.

Reports to the Director, Archives and Information Services Division.
Supervises Senior Reference Archivist; Reference Librarians; Access Librarian, Reference Archivists; Bibliographic Librarians and Library Assistants.
