STATEMENT OF WORK
1. Introduction/Background
The United States Holocaust Memorial Museum’s (USHMM) National Institute for Holocaust Documentation (NIHD) has identified a requirement for a contractor to image 250,000 pages of manuscript material as part of a grant-funded project to make historical collections materials digitally accessible. The position is located at the Museum’s Shapell Collections, Conservation and Research Center in Bowie, Maryland.

2. Period of Performance: Services shall begin on April 15, 2023 and will continue for 12 months or until project completion as determined by USHMM.

4. Objectives
The objective of this contract is to image approximately 250,000 pages from manuscript collections at USHMM according to USHMM provided standards, including technical specifications and file naming schemes in a 12 month period.
5. Tasks to be Completed/Deliverables
a. Process: Operate and maintain digitization camera system, lighting, and Capture One Heritage Software according to USHMM provided specifications.
Collaborate with the Digitization team to produce quality images that meet USHMM specifications and standards.
Handle potentially fragile documents, photographs, publications and other archival materials.
Track, monitor and report progress of digitization daily.
b. Deliverables: 250,000 digital images that meet USHMM specifications from identified collections materials over a 12 month period beginning April 15, 2023. The selected contractor shall submit images to the Project Manager at the end of each day for quality assurance. Progress will be tracked by a Project Manager to ensure expected deadlines are met.
6. Museum-Provided Resources and Constraints
a. Location: Work shall be performed on-site at the government furnished facility listed above in Section 1. The government shall furnish a workspace and computer resources, including appropriate camera and lighting set-up, software and photography targets necessary to perform this task. Government telephones are for official use only, with the stipulation that on-site personnel conform to existing government policy for personal use in the workplace. Any Government property destroyed, tampered with or not returned to USHMM by the contractor’s personnel shall be the responsibility of the contractor.
b. Schedule: Onsite work schedule shall be from 8:00 a.m. to 4:30 p.m., Monday through Friday, excluding Federal Holidays.
c. Documentation: All applicable documentation shall be available on-site to the contractor at task start. All materials shall remain the property of the Government and shall be returned to the Contracting Officer Representative (COR) upon request or at the completion of this task.
d. Key personnel: The contractor’s work will be overseen by the Chief, Digital Resources Coordination branch in the Digital Access Division of NIHD. The contractor will work closely with the Lead Imager and Project Manager
How USHMM will evaluate proposals:
● Cost (Hourly rate)
● Candidate qualifications and prior experience that best match requirements.
Offeror shall provide documentation that the candidate has a minimum of three to five years of specialized experience as an imager for the archival of paper digitization and experience in handling potentially fragile documents, photographs, publications and other archival materials.
Business Proposal: Offeror shall provide a Firm Fixed Price proposal.
